City University of Hong Kong was given a new role statement, by the University Grants Committee, on 10 January, when Professor H K Chang, President, met with the Working Group on Role Differentiation, chaired by Sir Colin Lucas. The statement reads, in full:
Dear Colleagues, For CityU, 2004 augurs a good start on a journey to greater achievements and prominence, both locally and internationally.
Dear Colleagues, In the past month or so, I have received numerous inquiries about how much money CityU has raised in relation to the Government Matching Grant Scheme. In the minds of many in the Hong Kong community, and perhaps in the minds of members of our University community too, this is no longer a fund-raising activity that every university must do and will continue to do, but another ranking contest among the eight UGC-funded institutions.
Dear colleagues, At the 18th Congregation that has just been successfully completed, I was delighted to see another batch of 6,024 students graduating from our University. Amidst the intense discussion of the issue of budget reduction in the higher education sector, it is encouraging to learn that government officials have promised to look into ways to minimize the 2005-08 cuts.
Chairman and Members of Council, Honoured Guests, Graduates and Colleagues:
Dear Colleagues and Students, The annual CityU Banquet, hosted by the CityU Students' Union, will be held on the night of 31 October, soon to be followed by the 18th Congregation, 11 to14 November. At this time of jubilation, the University has to make some important decisions.
Dear Colleagues, The question of CityU's budget over the next few years is daunting, but there is reason to be optimistic in the long term. Despite pleas from the higher education sector, the Government will continue to reduce spending on universities. Two periods require attention: 2004-05 and 2005-08.
Dear Colleagues, The start of a new semester warrants some forward planning. Let me briefly lay out for you what I perceive to be the major issues facing the University in the next few months. All these issues require priority attention from my senior colleagues and me, with your understanding and support.
CityU's Chinese Civilisation Centre just launched the Chinese Culture Quarterly as part of its fifth anniversary celebration. On Sunday, using the journal as a starting point, CityU President, Professor H K Chang, posed a question to Premier Wen Jiabao about the importance of exchanges between Hong Kong and mainland China. This was reported in a number of local newspapers such as Apple Daily, Hong Kong Commercial Daily, Ming Pao, Sing Tao Daily News, Ta Kung Pao and Wen Wei Po.
Hong Kong has been troubled by SARS over the past few months. Although it has been distressing, the emergence of SARS compels us to reflect on the function of society and the meaning of life. Here are some of my thoughts.
