New College and its structure
The Council has approved the establishment of the Community College of City University (CCCU) to offer CityU award-bearing Associate Degree programmes (excluding those offered by the School of Creative Media, School of Law and Division of Building Science and Technology). CCCU, to become operational from 1 July 2004, will appoint a Board of Management to be responsible for the strategic direction, business plans and academic offerings of the new College. The Board of Management will establish an Academic Board to oversee the planning, development, implementation and monitoring of the academic work offered by CCCU.

On 25 May, the Senate approved the delegation of authority to the Academic Board for the academic management of Associate Degrees subject to the Board subscribing to quality assurance principles, policies and practices consistent with those of the University. The Academic Board of the CCCU would report annually to the Senate through the Quality Assurance Committee. The Senate remains the final authority for the academic management of all programmes leading to CityU awards.

The Council will enact a new Statute establishing the CCCU and its Academic Board.

 

Fundraising progress
In an EBS message to all staff on 27 May, Professor H K Chang, the President, reported that the University, has secured donations of over HK$50 million, exceeding the Government's HK$45 million (floor amount) by the deadline. Through the "Turn One to Five" Donation Campaign, the University has generated a total of HK$12 million after adding the matching grant available from the Government. "My heartfelt thanks go out to all those involved in this venture  staff, alumni and students  and most particularly our University friends who have given us their generous support," Professor Chang said. The University will present various awards to the departments in appreciation of their active participation in the Donation Campaign at the closing ceremony of the 20th anniversary in December.

 

Class timetabling hours and scheduling
In anticipation that no overall quota would be established for the self-financing programme intake for 2004-05, and the projected evening enrolment of some 8,000 students would exceed currently available classroom space in the Main Campus, the Senate at its meeting on 25 May approved that the class timetabling hours for University courses offered in the Main Campus be revised as follows from Semester A 2004-05:

Monday - Friday 8:30 am - 10:30 pm
Saturday 9:30 am - 6:30 pm

Saturday morning and 9:30 pm-10:30 pm during weekdays will only be used when the scheduling demand cannot be met by other time slots. Meanwhile the University has also started to convert some buildings into classrooms to cater for increasing needs on campus.

 

Communicating with staff
Starting this month, President Chang will host a gathering every month, "A Dialogue with the President", inviting colleagues to exchange views and ideas about University affairs. The event aims to foster a culture of open communication at the University.

 

Delegation to Zhejiang University
President Chang will lead a delegation of 13 senior staff from the Faculties and Schools to visit the Zhejiang University in Hangzhou from 6-8 June to renew the institutional academic exchange agreement and explore further collaboration opportunities. The CityU delegation will be received by Professor Zhang Junsheng and Professor Pan Yunhe, Chancellor and President respectively, of the Zhejiang University. Professor Zhang was conferred Honorary Doctor of Science by CityU in 2003.

 

Privileges to ex-staff
The Management Board approved the provision of Courtesy Identity Card for staff members leaving the University after having served the University satisfactorily for 10 years or more. The card allows holder access to campus facilities except the medical and dental facilities in accordance with prevailing fees and conditions, and free access to the University's email system equal to alumni.

 

Chinese name of SGS
To align with the name used by graduate schools on the mainland, the University revised the Chinese name of the School of Graduate Studies from  ╯ 皘 to  ╯ ネ 皘 with immediate effect.

 

Senior staff appointment
Professor Eden Yu Siu-hung, currently Head of Department of Economics and Finance, has been re-appointed to serve another term of office from 1 August 2004 to 31 July 2007.


Kudos
The Department of Manufacturing Engineering and Engineering Management received a Web Care Award from the Internet Professionals Association (iProA), 15 May. The event was organized to award companies and organizations that provide barrier free websites.
