and Role-related Funding Scheme On 5 July, CityU submits a self-assessment document to UGC using the six mandatory indicators common to all UGC-funded institutions: strategy, teaching, learning and student achievement, advanced scholarship, community involvement, partnership working, and administration. In addition, the document included three of the six optional indicators suggested by UGC: value-added education, access to higher education, and technology transfer and innovation. On 17 August, the Senior Management will meet with the UGC's PRFS Panel and make a short presentation to highlight the key points in the document.

trilateral agreement In the light of the Closer Economic Partnership Agreement (CEPA) signed between Hong Kong and the mainland, and the booming market for digital media content brought about by the quota-free import arrangement for motion pictures produced in Hong Kong, this trilateral partnership creates favourable conditions to attract overseas investment and develop Hong Kong as a creative media hub. The President Professor H K Chang has strongly advocated the concept of trilateral alliances with institutions from the mainland and overseas countries because they create a win-win-win situation. He had personally led the discussions which have now come to fruition. This first and foremost Hong Kong-mainland-US trilateral alliance, is the result of a year-long cultivation based on a long-term relationship between the three institutions. More collaborative arrangements of this kind in other areas and disciplines are in the pipeline.

A PhD student of the Department of Physics and Materials Science, Mei Yongfeng, won the Young Scientist Award in the European Materials Research Society Spring Meeting 2004, which took place in France in May, for his prolific research in nanotechnology, semiconductor and light-emitting nanomaterials. A team of 11 Faculty of Science and Engineering students won the second runner-up in the "Robocon Hong Kong Contest -- Lovers' Reunion" on 20 June. This is the first time Hong Kong joined the annual ABU Asia-Pacific Robocon Contest which aims to promote exchanges in engineering and information technology.

appointment Dr Bryan Bachner, Associate Professor, School of Law, has been elected Chairman of the Board of Governors of the Friends of the Earth (HK) Charity Ltd with effect from 16 June 2004 for one year. Dr Zhu Guobin, Director, External Liaison and Cooperation Office, has been conferred guest professorship by the Shandong University.
